The St. Paul Area Local has received the new Eagan facility staffing package.  The following are the numbers as we know them today.  Keep in mind that these numbers are FLUID, as management changes their plans i.e.: machinery, sections etc., the numbers too will change.

Management has notified the local that as of 12/24/09, 106 level 6 and 22 level 7 Clerk employees will be excessed from the installation. Junior employees to be excessed will be excessed by craft, salary level and status. Best Qualified, and part time regulars are a separate status.  When excessing occurs the sole criteria for selecting employees to be excessed is craft seniority.  Whether you are recovering from either on or off the job injury would have no bearing on being excessed.  Employees in a light or limited duty status will be excessed in the same way that employees in a full duty status are excessed, based on the pay level of the duty assignment that they hold and their seniority.

 

          So far, it has not been determined how the move from the old (St. Paul) installation to the new (Eagan) installation will be completed.  Management has notified the union that their plan is to move operations to the new facility in stages, over a 1 to 3 month period beginning possibly in June or July of this year.

 

          As far as bidding in the new facility, it will depend on how and when management abolishes, reverts, excesses and posts bid duty assignments.  As of now, it is impossible to determine what jobs will be posted installation wide or posted for in-section bidding. 

 

The Local still has not received the maintenance staffing package.

         

We will continue to meet regularly with management.  We will keep you informed as details become available.

 

 

 

 

On January 3, 2010, the St. Paul Area Local APWU received the most recent withholding notice.  This notice is NOT the actual staffing package for the new Eagan facility, however it does give the local a strong sense of what is to come.  The new withholding notice does indicate that there will be excessing outside of the installation:  “It is anticipated that it will be necessary to excess 22 level PS-7 and 106 level PS-6 clerks from the St. Paul installation by May 2010.”

 

          The Service has authorized the withholding of up to 128 FTR positions in PS level 7 and below in the clerk craft, carrier, mailhandler, and custodial crafts within 100 miles.  Due to the number of clerks impacted and the number of impacts at other offices, the Service anticipates the need to withhold positions out to a 500 mile radius.

 

          Additionally, the St Paul, MN P&DC will move its operations to the new Eagan facility possibly beginning in August 2010.  Mnagement anticipates that it will need 497 clerks for the new facility.

 

          The local APWU will continue to work to reduce the number of anticipated impacted positions.

Attention: Eagan Move Update!        

 

 

On Wednesday, 6/17/09, Vice President Ecker and I attended a meeting at the Minneapolis P&DC with District Manager Anthony Williams and Lead Plant manager Erica Brix concerning the move to Eagan.  Also present were representatives from the the Minneapolis Area Local APWU, Mailhandlers union both St. Paul and Minneapolis, the BMC, Labor Relations and respective management officials.  As of 6/17/09, I am happy to report, the new facility will be named the St. Paul Processing and Distribution Center Eagan Minnesota.  This is a positive outcome for the employees of St. Paul.  Several questions remain concerning staffing issues, what type of equipment (machines) will be deployed to the facility, and an array of Article 12 issues.  All of these questions will be addressed at future District Level meetings.  So for now I can say to you the new facility is St. Paul.  I will continue to forward updated information as it becomes available.  If you have questions this bulletin does not address, please contact a union steward.

MOVE TO EAGAN UPDATE

          Excavating contractors have begun prepping the site for construction of the new building.  The completion date of the new facility is late 2010, early 2011.  We will probably begin meetings on the move mid-season of 2009.  We will keep you informed in the move through the process.

MOVE TO EAGAN UPDATE

          About a month ago, (August 1, 2008) District Manager Tony Williams held an informational meeting for the labor organizations and management personnel in regard to the Eagan project.  He indicated at that meeting that the Postal Board of Governors had approved the building of a mail processing plant on the property owned by the USPS in Eagan.  He further indicated that we would be seeing an official announcement in the local newspapers the week following our meeting.

          Well, it has been about four weeks since the meeting and no announcement from the Board of Governors.

          I spoke with District Manager Williams on September 2, 2008 about the announcement he had indicated would occur, and he had no comment as to why there was no official announcement.

          Without an official announcement from the Board of Governors on what has been approved, i.e. what type of mail processing will be done in the new building, everything is open to speculation.

          Once the union is provided exactly what the Postal Board of Governors has approved and what operations will be placed in the new building, then the union will be able to provide you with concrete timetables and what the contractual affects move will have on the membership.

          Hopefully, the September, 2008 Board of Governors meeting will provide us with the official announcement.

UPDATE ON MOVE TO EAGAN

          Approximately three (3) weeks ago, the Postal Board of Governors met and approved the sale of the concourse and parking lot to the Ramsey County Rail Authority.  The Post Office building itself was not part of the deal.

          Apparently Ramsey County has funds already allocated for this purchase and are working out the details of the purchase with the USPS.  I don’t have any information at this time as to when the final agreement will be signed.  The union has begun to make inquiries as to the affect this will have on employee parking after the purchase is completed.

          As for the future site in Eagan, the parties (USPS, Dakota County, City of Eagan) still have not come to an agreement on where vehicles will access and egress to the facility and who will pay for it.                                                                                                                                                                              As you can see, the project is still moving along at a snail’s pace and it does not appear that it is going to pick up speed anytime soon.

 

 

Update on Move to Eagan - from the March 2008 Postmark

 

          The latest proposal is to build another road on the Eagan property that would eliminate the need for a stop light at Lexington Ave.  This road would allow postal trucks and employees’ vehicles easier access to enter the property or leave the property.  This is in addition to the already agreed upon connection of Denmark Ave through postal property. 

          It appears that all parties involved think this is a good idea except that no one wants to step up and pay for it and there in lies the problem.

          At this point, the politicians involved are trying to come to an agreement on how to get funding for the proposed road.  Until that hurdle is cleared, the project is at a stand still.

          It also appears that since there is no agreement on the road, the Postal Board of Governors probably won’t take up the proposed move at their March 2008 meeting.  They will probably delay action until sometime this summer.  This delay will most likely impact the timeline for completion if the proposed move is approved this summer.

 

 

 

THE MOVE TO EAGAN UPDATE - from the January 2008 Postmark

            The USPS and the various government entities (Dakota County, Ramsey County, City of Eagan, etc.) continue to haggle over who is going to pay for the various upgrades to the infra structure needed for the City of Eagan, Dakota County and the USPS to have a facility that meets the needs of all concerned.

            The main sticking point that is yet to be resolved is the USPS wants the truck traffic  that the facility will generate to be able to exit and enter the property through a controlled intersection (i.e.: stop sign/traffic light).  Dakota County which governs the roads around the USPS property does not believe that the increase in truck traffic, coupled with the current traffic conditions, requires there be a control device installed.

            The disagreement between the parties has pushed back the meeting of the Postal Board of Governors on the issue until at least March of 2008.

            I believe between now and March, the parties will come to an agreement on the issue allowing the Postal Board of Governors to approve the funds to build the new facility in Eagan.

            Even with the delay, the USPS time frame for completion of the facility is late 2010 if they get approval from the Postal Board of Governors in March of this year.

            I am still sticking with my prediction that we will not be in the new facility until 2011 or later.
